Overview and Outlook on Waste Management in China

As China’s industrialization and urbanization process accelerates, the production of solid waste, waste water and waste gas has been increasing accordingly. This brings challenges to environment management, as well as great investment opportunities for relevant industries in China.

Steadily Increasing Investment on Waste Management

In order to handle the increasing industrial waste and domestic waste, China has been increasing investment on waste management and set medium and long term goals on waste management by formulating relevant plans.

Investment completed on the treatment of industrial pollution has increased from $2.68 billion in 2003 to $6.55 billion in 2008. In 2008, the share of investment on treating industrial waste water, waste gas and solid waste was 35.9%, 49% and 3.6%, respectively in the total investment completed.

During the “Tenth Five-year Period”, China has invested $21.15 billion to construct over 1,550 waste water processing factories with total daily processing capacity of 86 million tons. Waste water processing rate in urban area in China has increased from 52% in 2005 to 66% in 2008 and China has become the second largest waste water processing country in the world.

According to the “Eleventh Five-year Period” Plan, during 2006 and 2010, investment in environmental protection will amount to 1.54 trillion Chinese Yuan, accounting for over 1.5% of total GDP value. Of these funds, investment on solid waste will be around 210 billion Chinese Yuan.

Outlook

In the next five years, the government will increase investment on environmental protection to promote its development and make it one of the pillar sectors in China. During the “Twelfth Five-year Period”, investment on environmental protection in China will be 3.1 trillion Chinese Yuan, up 121% over that in the “Eleventh Five-year Period”.

As the government increases investment on urban waste water treatment, solid waste treatment and comprehensive utilization and environment services, the complete industry chain of waste treatment facilities manufacturing, waste treatment and comprehensive utilization will experience rapid development.

Chances in Waste Burning Industry

As China’s urbanization rate increased from 17.9% in 1978 to 46.6% in 2009, the urban population, in accordance, increased from 172 million to 622 million. With the accelerating urbanization rate and higher living standards of urban residents, urban solid waste has been increasing at the annualized rate of 8.8%, from 31.32 million tons in 1980 to around 159 million tons in 2009.

From 2003 to 2008, China’s waste treatment rate in cities increased from 50.8% to 66.8%. Among the 509 waste treatment factories in 2008, 407 factories were landfill treatment factories. In 2008, the waste treatment volume through landfill accounted for 81.7% in the total waste volume. However, there are shortages of occupying large land and polluting water resources.

Comparing with landfill and piling, waste burning has been a relatively better treatment way. Waste burning has developed rapidly in China with the number of treatment factories increasing from 47 in 2003 to 74 in 2008. The treatment volume increased from 3.7 million tons in 2003 to 16 million tons in 2008.

In recent years, with the start of industrialization of environmental protection and development of renewable energy resources, waste burning power industry has also developed rapidly. According to the “Eleventh Five-year Plan on Renewable Energy”, as of 2010, China will have 500,000 kw waste burning power generation installation, mainly concentrating in regions with developed economies and scarce land resources. It is also expected that the share of waste treated by burning will increase from current 10% to 20% in 2010, with the market size of waste burning industry totaling around $4.39 billion.
