On April 20, 2010, Ministry of Labors, Invalids and Social Affairs issued the Circular No. 15/2010/TT-BLDTBXH (Circular 15) guiding on adjustment of pensions, social insurance and monthly allowance according to Decree No 29/2010/ND-CP dated March 25, 2010 and Decree No 28/2010/ND-CP dated March 25, 2010 of the Government.

Accordingly, for the persons having completed therapy or obtaining the conclusion of medical evaluation board (in case of resident treatment) in the period of time from May 1st, 2009 to April 30, 2010 but the enjoyment regime has not been resolved, they are entitled to enjoy the level of allowance calculating based on the general minimum wage applicable in the month of hospital discharge or when the conclusions of medical evaluation board was issued. The level of allowance from May 1, 2010 is the level of labor accident, occupational diseases allowance on April 2010 multiplying with coefficient of 1.123. For the persons enjoying service allowance, from May 1, 2010, the level of monthly service allowance will be calculated based on the general minimum salary of 730.000 VND/month.

For persons enjoying sickness and maternity allowance whose term for enjoyment still remains after May 1, 2010, the level of enjoyment for the rest of time will be calculated based on the general minimum wage of 730.000 VND/month.

For persons enjoying pension who are living lonely pursuant to Article 2 of Decision No. 812/TTg dated 12 December 1995 of the Prime Minister, in case the pension after adjustment under this Circular is less than 1,095,000 VND/month, from 1 May 2010, the pension will be adjusted to be 1,095,000 VND/month.

This Circular shall take effect after 45 days from the date of signing; the regimes in this Circular are realized from May 1, 2010.
