Tuition Fees - Living Costs

Part VIII. “Tuition” “Living Cost” “Part-time work during vacations” “Accommodation”

Do German Universities charge for tuitions?
From Jan.2005 German Federal Constitution Courthouse abolished the injunctive that the first degree courses and following master degree courses are free from tuition. More and more federal states plan to charge for tuition: from the winter seminar of 2006/07, Niedersachsen and Nordrhein-Westfalen state began to charge for tuition; from the summer seminar of 2007, Bavarian, Baden-Württemberg and Hamburg began to charge for tuition; from the winter seminar of  2007/08, Hessen and Saarland will begin to charge for tuition too.

As each state has different plan for the tuition charged, meanwhile relevant polices are changing, so you are suggested to consult with external affairs office of the school or visit their websites for the detailed charge standard.
The following is the charge standard for some federal states:
• The tuition standards of most areas are limit within Euro 500 for each seminar (a seminar means half year), however, Hessen state plan to charge maximally Euro 1500 each seminar for the students of non-European communities who are pursuing the doctor and master degree.
• In some federal states (Bavarian and Nordrhein-Westfalen state at present) the schools could make their individual charge standards by themselves. In the state of Nordrhein-Westfalen, universities could even decide if they will give up charging for tuition.
• Except for the state of Hessen, the Doctor degree program are all free of charge in other states.
Most federal sates require students to finish their programs in the limited period. If over this time limit or this is the program of second degree, you will be charged for the tuition about Euro 500 – 1500 per seminar. Please look for the detailed information in the following website:
www.daad.de/gebuehren

In addition, many universities will charge application fee of Euro 50 to foreign students. And some universities will charge for management fee of Euro 50.

Beside this, students will need to pay for Euro 25 for registration fee and Euro 50 for social warfare.
All private universities charges and generally the expenses will be quite high.

Most MBA programs of German universities charges.

How much living expenses will be needed per month for studying in Germany?
The living expense per month for Germany college student will be about Euro 500-700. The average expenditures per month of Chinese students is slightly below this level, about Euro 500, this will be different for the different majors and areas. It includes housing rent (student dormitory), meal, medical insurance (about Euro55), social warfare, registration fee, transportation, books, stationary, living articles and others.

Is it allowed that foreign students work part-timely in Germany? Could it be the financial source?
The students officially registered in universities are allowed to work part-timely during winter and summer vacation as the supplement of living expenses. According to the relevant regulation, the time of a student work very year could not be no more than three months (90 days) or 180 half days.

But at the beginning stage when you get to Germany, you need plenty of time to arrange study and living, some students also must pass the language test in a short period, so you are not encouraged to do part-time job in this period.

For many reasons, now in many cities you could not find job in time or could not find job at all during vacation, so you could not count doing part-time job as your only economic source to keep normal study and living. Moreover, some students failed in their courses because of doing part-time job. So you are reminded that do not believe some commercial publicity, otherwise you will be disappointed and get into awkward and difficult situation.

What to do if I did not have permanent residence in Germany?
You could try the following ways:
1. If there is “College Student Service Center” in the city where your college located, you could directly contact them for help;
2. If this city do not have “College Student Service Center”, you could ask for the external affairs office of the college to help;
3. About 20 cites’ “College Student Service Center” could provide 6 months “Accommodation Package” of 6 months for freshmen, according to the content o the service, you will need to pay about Euro150-250 each month, they could also probably provide the lunch from Monday to Friday. This is ideal way to solve this problem, but because the supply is quite limited, so you need to contact them as soon as possible.
4. Another way is to look for those “Youth Hotel” with warfare, you need to pay Euro10-20 everyday;
5. If your economic condition permitted, you could also live in pension, it will need Euro25 every day;
6. If you are lucky, maybe you could get assistance from your compatriot.
